In some states, the model pays a fee for inclusion in the agency headbook.
Comp cards, photo shoots, prints, headsheets and other misc. expenses are all charged to the models in some agencies, in some states.
Since the laws vary so widely, a lot of the blanket statements people make just don't work.
Perhaps the only consistent regulations of agencies are involved in the SAG/AFTRA contracts, where agents are limited in what they can charge no matter which state they're in. And those are mostly for talent, not modeling.
When you eliminate the photo shoots, comp cards, zed cards, etc., you're eliminating a lot of the stuff for which a model is billed, often through the agency.
A model would go into an agency and not realize you meant not fees "but I'm not counting such-and-such." She would just hear your blanket comment and reject a perfectly legit agency because of that.
That's why it's a bunch of misconceptions.
Models have to do their research in their own locales and get the best deals they can. But not all states and localities treat modeling agencies the same way.
