Depends on the purpose of the shoot ...

Over the years and while operating my studio I photographed a large number of underage girls, both with a parent being present and without. If the shoot is something I anticipated using (very rare), then I required a parent or 'legal' guardian to be present to sign the release. But if I was being paid for the shoot, well that's done in portrait studios every day of the week. She pays you, no release is in issue and you shoot teen or younger appropriate photos, no problem - buy a steak with her payment. But I would recommend having someone present to witness, such as a makeup artist, as a neutral witness.
Thjis lady was certainly 'of age', but represents the limit of my shooting with underage models.
