Shooting minors

I shoot with minors from time to time, minors meaning under the age of 18. I always insist that a parent be involved and present at the shoot. Typically these types of shoots are simply portrait work.
Lately I've ran across two instances that I want to through out. There are two young girls, aspiring models, who are both 17. In both cases their moms are supportive of their modeling, but for one reason or another not able or not interested in attending shoots with them. In both cases, the girls insist on bringing someone with them of course, just not their mom.
I'm curious as to what others do in these situations. Do you simply refuse to shoot them without a parent present? Even if you've talked with the parent, and even if the girl brings written permission? Of course one drawback is the model release, which would have to be taken back to the mom to sign and then sent back to me.
My gut feeling and common sense tells me to just say no. But another part of my recognizes these girls are anxious and excited about shooting. And I do love shooting with new models when the excitement is still fresh and new. The moms are behind them, just not as committed or willing or able to take time out of their busy schedule.
