Let's start with the basics: as a new model you can't get modeling jobs unless you are where the jobs are. No new, unknown model in Russia is going to be flown to Tokyo, Paris or New York for jobs. There are already too many models in Paris, Tokyo and New York.
So your real problem is how to get there. The best way is to be with a good agency in your city that can bring you to the attention of an agency in a large city outside Russia. At 16, if she is 1.95m or taller, 50-55 kg. she might have a chance. If she isn't both of those, she probably does not.
You don't say where you are, or anything about your sister, so I cannot guess if that is possible for her. Russia is a very big place. If you are in Moscow or St. Petersburg, there are good agencies that work with other agencies outside Russia. If you live in Petrorazovodsk, there is very, very little you can do to make her dream of modeling outside Russia come true.
