Partly you got it right. An agency isn't providing models (or at least that's not by any means all they do). The agency is providing a labor saving service to the client (for which, by the way, the client pays). The client makes one call, and lots of appropriate models show up where he wants them. Another call and the right models show up for the job, prepared and ready to shoot. Interaction with the agency can be no more than a very few minutes for even a complex casting. The agent takes care of all the communications in between.
In addition, the agency is providing a strong measure of reliability. By the time a model gets listed, they have shown several important things to the agent:
1. They really look like their pictures and are pretty close to their listed stats.
2. They answer the phone, or respond to phone messages. Very little communication with models takes place through email - it's too slow and unreliable.
3. When they make a commitment, they keep it. It is very rare to have a model no-show or be late to a professional job, in large measure because if they are late or no show to anything they are supposed to do, they either get severely counselled about it or dropped from the agency rolls.
The important thing here is that models don't self-select. They may initiate contact with the agency (typically they do), but the agent selects them from among a huge number of choices based on looks, stats, presentation skills and reliability.
Clients know that, and that's what they expect from an agency. It only takes one job where a model doesn't show up, or doesn't look like her picture, or doesn't bring what she is supposed to bring, or shows up with a boyfriend in tow because she is paranoid. That one time will kill you with that client.
