So, all we have to do is perfect nuclear fusion, the holy grail of physicists, and not only get all that lovely Helium 3 down from the moon, but handle this pesky little problem, from your own source:

How, exactly, do you propose that we get the fuel, and the oxygen required to sustain the fire, to the moon to build a fire burning at 1,470 degrees and lasting long enough to melt a million tons of lunar soil? Not to mention the equipment and manpower necessary to pull off that little feat.
