Justin will certainly let you know if he is interested in your offer, and I wouldn't presume to speak for him. But for the benefit of others who might think about doing things like this . . .

One of the biggest problems we face is models who want to work in NYC but aren't here. If you want to be in the New York market you have to come here - and nobody is going to pay you to do it.

In this case the offer is for "spec editorial" work. That means it is being shot "on speculation" in the hope that the magazine will accept it. It's not an assignment shoot where the magazine is paying for production costs. Such arrangements are fairly common and it's helpful to know what they mean.

Even if it were an assignment shoot, it would pay "editorial rates". Those vary by magazine. The highest rate I'm aware of (cover of a national news magazine) pays $500 for a day. Non-fashion national magazines may pay anything from zero to $350 a day. Fashion magazines typically pay $150 a day. Last I heard Vellum wasn't paying anything at all to models. I don't know the rates for Stitch. None of them are paying for unknown models outside New York to be brought into town for a shoot.
