Darren, I don't think anybody has said that showing bad pictures is a good thing. But the reqirements are certainly different depending on genre.
Roger offered a fairly complete assessment of what's OK for which genre, at least in his market. If agencies where you are have problems with digital, they're just a few years behind the times. They'll catch up.
In the meantime, you're right that better pictures are likely to get a model better jobs, all other things being equal. But I've known of gals to get really good work before they even had time to put together a portfolio. One girl (this is ages ago) was with Eileen Ford less than a week when she landed a major catalog cover, plus work inside. She had exactly one photo for use at the time. I don't think she ever did have any others shot, because she had tearsheets to fill her book the entire time she was in New York.
Again: Nobody says bad work generates good work.
