The rule doesn't relate to any conceivable use of a word, but to the particular use of a word in the sentence under consideration. In this case the substitution makes sense, so it's an adjective. As I noted, there are other cases, with different sentence construction, where it could be a verb.

Note to David: I bet this isn't quite what you had in mind when you brought the forum back, huh?
