"Investing in yourself" means you'll probably spend a fair amount of money to start and to keep going in modeling. The trick is to spend money on the right stuff. And only somebody in your market can really tell you what that right stuff might be.
If you want to model through a land-based agency (that means NOT Web-based), you'll need one set of tools. For operating on the Internet, you'll need very different ones.
So, find out what agencies have to say. Make sure you're talking to people who get work for models, not fly-by-nights who just seem to subsist off of fees from the models.
To give you some decent advice, the NYC locals will need to know more about you, like height, weight, kinds of work you want.
