Asking for a guiding hand

Hi guys.
I just spent a few hours going over message boards looking to stumble upon some advice. You guys seem like a nice bunch, so I thought maybe you'd oblige me. Here goes,
I want to try modeling. It's one of those things I've wanted to do all my life but have been petrified of.
I'm pretty sure that I'd have a good chance, but I don't know where to begin. I've been postponing this decision for a few years, but I am in the best shape of my life and I think the time is now. I'm working with a limited budget. I read in the archives that "you have to invest in yourself" Other than pictures, what does that mean? Is it suggested that I go get my hair done by the best stylist I can afford? Does it mean go buy yourself a decent suit, or a Hollywood tan? What should I invest in?
When it comes to the portfolio I'm equally mystified. I had a small agency once offer to pay half the cost of the portfolio, using their photographer. Should I try that again with another agency (I can't even remember the name of that one) or should I look for my own photographer? And, how important is the quality of the pictures for me to get a job? I figure, as long as I look good in them...
Please, just take a few minutes to answer.
