First: Treehouse. I haven't heard of them, and found only one passing reference to them on the Internet. They are not in the standard industry reference sources for modeling agencies (the Peterson books, The WorkBook, Le Book and others).
That in itself doesn't mean much if they are new, or very specialized. Many of the good children's agencies are not listed in those references either, for instance. But it is an indicator.
I don't know what to make of the "he will still need parental consent" statement. All modeling by minors needs parental consent, although typically that is handled by giving a limited power of attorney to the agency to sign contracts and releases for the model. Once you have done that you don't need to be involved on a day-to-day basis for legal reasons.
As an aside, the name of the agency suggests that it might have something to do with a person I do know of: Joshua Tree. You might want to find out if that is true.
