That's correct, Shane, but in your conversations with her bear in mind that her market area is about 1/10th the size of yours. Bozeman has a population a good deal less than 30,000 people.
In a city like Bozeman the agency has to have bookings that amount to about $10 per year from every man, woman and child in the city. That's simply unattainable. I don't know of any local market that spends that much money per capita on models for advertising. In your market, for instance, it would mean something like two to three million dollars a year in modeling fees generated from local businesses; I'm willing to bet the local agencies take in a LOT less than that. It's possible there are some national advertisers there (I don't know) who have larger budgets, but I'm pretty certain there aren't many national advertisers shooting in Bozeman.
"Real agencies" need a critical mass of businesses to advertise; without that critical mass they are simply unable to survive on bookings. So what they do is survive on something else, and the "something else" dominates their concerns. Necessarily the photography that they use serves that "something else" more than it serves the need to "get work for models."
