Being a "legitimate agency" means making money by getting work for models. Granted prices are different in New York than they are in Bozeman, but I would guess the fee structure and ability of agencies to get "service charges" from clients in addition to the modeling fees is different too.
To survive in a place like that takes somewhere between $10,000 to $25,000 in model bookings per month depending on the overhead. In your conversations with the owner you might ask exactly where the clients are going to come from to get that much modeling work for an agency. Your assessment of who hires models is pretty accurate . . . and your experience with "models" pretty typical (we get quite a few of the same sort here.)
