As someone else suggested, prices for "model shoots" (typically called "paid tests") are less than you are used to. I've found a pretty standard set of rates around the country, although there are some at the top and bottom of the heap who are outside these "standards".
There are several ways to price. One typical way is "per (35mm, 36 exposure) roll". Prices tend to be in the $75 to $150 range per roll of film, and a typical shoot is three rolls. Costs of a makeup artist/hair stylist ($50 to $150 typically) are added to that.
Some people charge "per look", typically in the $50-$100 range. As digital cameras have become more common, charging "per roll" or "roll equivalent" makes less sense.
Whatever the method used, a model shoot for real, professional photographers who do this a lot for real agencies tend to run from $200-600. Oddly, "fashion" shoots tend to be on the lower side, largely because the pictures are more likely to be useful for the photographer's book.
Also, please note that although my comments above sounded specific to Montana, they are more generally applicable to any "agency" in a smallish city remote from a large market city. There are hundreds such scattered around the United States.
