Steve, in some markets, the standard is 9x12. In some, it's still 8x10. So, the best advice any of us has is for him to investigate his own market.
Also, prices in smaller places are MUCH lower on model portfolio work. There has to be a large enough market for commercial (meaning paid) stuff to sustain reasonable prices.
(Also, the pictures have to be different outfits/looks.)
Chances are that anybody in the situation he described is working in a relatively small market.
Again, location is everything. And he needs to investigate locally, not just on the Web.
