As a general rule, photographers don't "make" models. Sure, in castings, photographers will often "push" their favorite models or models that they have worked with before. If you decide to work with this gentleman I would ask who the client is. If there is no client I would look with a juandiced eye. Even then, I would not allow my daughter to be alone on a 'job'.
Has it happened before that a photographer has "made" a model. Yes, Francesco Scovullo liked Loren Hutton. That was enough to launch her career. But for the most part, legitimate land-base agencies make models.
Just my opinion.
