Everyone seems to have given fudged answers, here's another viewpoint...
If you shoot once in a while, or for personal (not commercial / business / income) reasons, then the best time of day (for the best light) is the 1 or 2 hours around sunrise / sunset. Bottom line.
If however, you shoot all the time (outdoors), and / or you shoot commercially (full time shooter), then consider how many days (when restricted to those few time slots) it would take you to shoot 2 models, in three outfits each. A lot.
As Doug (wisely) mentioned "with scrims and other light control devices, it makes little difference" what time of day you shoot. You should be able to master the use of reflectors for natural lighting, and with experience your light management will become proficient.
Another part of the answer must take into account WHAT it is you're trying to do... what "results" you're trying to (artistically) achieve. Try some things and post the results.
