Layla, this is the kind of conversation we have on the web, where "guaranteeing model safety" is a big deal. In mainstream modeling with real commercial clients it almost isn't an issue. I have had to "verify" clients a few times, and even gone so far as hiring a private investigator when it seems warranted. But that is a very, very small percentage of cases. The vast majority there simply is no issue with. I'll guarantee you, the first time a casting director or ad agency calls you (emails you, whatever) and you start grilling them for business license and other verification issues, they won't contact you again. You would simply be indicating your own ignorance of the business you are in.

You would be much better advised to spend time "verifying" your models. You have to know that they are real, serious, available, capable, and can be contacted quickly. That is where the real "verification" problem comes for mainstream agencies, and it is the primary reason web based agencies fail: they don't do it.

Putting up a site and letting people post pictures on it (or doing it for them) is pretty much useless unless the actors/models can be easily contacted and are ready, willing and able to work. I can't think of a single web-based "agency" that has solved this problem (most don't even try). If you do, you will at least have one of the primary issues dealt with. But as I indicated earlier, there are lots of others.
