As several have already said, online agents are a dime a dozen, and are pretty useless. Normally online listings are equally as useless.
If you are planning on charging the models money, they need to receive some (at least perceived) value for their dollar. What will they receive from you that is on par with what you plan to charge? Will you get them work? (probably not) Will you get them noticed? (maybe) Will they be noticed by people that matter to them? (less likely).
Have you done a business plan for this venture? If so you should be able to take it to a bank, and secure financing (if it's a sound business plan). If it's not a sound business plan, you should just stop now and not waste anyones time.
You must have a PLAN to succeed, and to provide a needed service for your "clients" or don't bother.
Back to the "agent" vs. "listing" issue...
Many folks have a low opinion of the usefulness of OMP (One Model Place web site). I used to as well. They are NOT Gods gift to models, that's true, but they DO actually provide a service. For free (they don't make their $$ from the models), they list whoever wants to sign up (and lots of stupid folks sign up)... but the service that they FINALLY started performing after years of doing almost nothing is... they started sending email announcements of NEW listings to those registered.
This means that I will get a notice every time someone signs up (in my case, within California). I can quickly review their initial picture(s), and either dump the email, or save it for future contact if needed.
If you would offer something like this, and if you would get those who would HIRE the models signed up FIRST, then recruit the models, you MAY be able to succeed.
[model above is Donna. You'd hardly know that the water was 40 degree snow melt runoff, by looking at her (grin)).
